The World Wide Web or as we know it the WWW, was invented by Sir Tim Berners-Lee, a British Computer Scientist. On graduating from the Oxford University, he joined the CERN(Conseil Europ) in Geneva, Switzerland. While working here as a software engineer, he identified the problem of data sharing among individual computers. Information stored on one system had to be accessed only by logging onto that particular system. Each computer stored data from different departments, and each time inter departmental information  was to be obtained, individual systems had to be accessed physically.

To overcome this problem, Tim wrote a document in the March of 1989 that encompassed his vision of what we call 'the Web'. The document was titled 'Information Management: A proposal'. He integrated his knowledge of the then evolving internet that was being used to connect computers with a new emerging technology called hypertext.

By October 1990 he laid down foundations of the building blocks of the web:-

(A)HTML: HyperText Markup Language. The language used for formatting data on the Web.
(B)URL/URI: Uniform Resource Identifier. It is the unique address that points to a particular resource(service) on the Web.
(C)HTTP: Hypertext Transfer Protocol. Resource that allows retrieval of linked pages from all over the Web on demand.

He also wrote the first Web Page browser titled WorldWideWeb,app and also  the firts ever Web server 'httpd'. After discovering its growing popularity within the CERN environment, people outisde of CERN were invited to access this community. On realising that the true potential of this revolutionary technology would only be unleashed if it were made available to everyone free of charge, Tim and other associates with similar motives, got CERN to make an agreement that the code for the Web and its services would be made available to everyone without having to pay royalty on the same. This development took place in the April of 1993. 
Since then, Tim has worked towards advancing Open Web technology. With this view, the World Wide Web Foundation was established in September 2009. Since its inception, the community has put forth significant ideas for further enhancing the Web. These include Decentralization,  Non-discrimination, Bottom-up design, Universality and Consensus forming the five most significant contributions.
